Plan International’s global strategy applies a full spectrum approach where Disaster Risk Management (DRM) is an integral part of everything the organisation does for children and girls, especially in fragile settings.  A new DRM vision was developed in 2018 highlighting Plan’s ambition of becoming a global leader and the NGO partner of choice for promoting gender equality and protecting girls’ rights in disaster and conflict settings, working at the nexus of development and humanitarian efforts. 

Plan International has over the last 15 years developed a significant DRM portfolio and focused its efforts on both mainstreaming DRM within its long-term development programmes as well as building the necessary disaster preparedness and response capacity across the organization to ensure the delivery of timely and appropriate programmatic responses to crisis as per sector quality standards, The Core Humanitarian Standards, (CHS). 

As District Coordinator for Nepal Flash Floods you will be responsible for overall implementation of project activities in Nuwakot. You will required to support the emergency responses activities at the field level by capacitating Plan as well as Partner Staff for smooth implementation. 

DIMENSIONS OF THE ROLE:

The post holder will ensure all project activities are implemented in the project area with quality and on time. The position holder is responsible to work closely with the Partners and other stakeholders for smooth implementation and coordinate day to day operations at District level. 

The post holder will work with operational support departments (Finance, Logistics & Procurement, People & Culture, Fundraising, Security, IT, Systems) to support integration of emergency response in to standard tools, guidance and systems. 

The role will represent Plan International in relevant external fora and inter-agency coordination groups at the District level.  

Responsibility for upholding and implementing relevant aspects of all Plan policies and procedures, including the ‘Say Yes! To Keeping Children Safe’ Policy.

Description

ACCOUNTABILITIES:

District Coordination and Stakeholder Engagement

• Establish and maintain effective coordination with relevant district authorities, government line agencies, local stakeholders, and other relevant actors.
• Facilitate regular coordination meetings and information-sharing related to project implementation.
• Represent the project at relevant district-level coordination forums, as appropriate.
• Identify emerging implementation issues and facilitate timely resolution in coordination with relevant stakeholders.

Partner Support and Implementation Oversight

• Provide regular technical and operational support to implementing partners to facilitate effective project delivery.
• Monitor partner implementation against approved plans, targets, timelines, budgets, and agreed quality standards.
• Conduct regular field visits and monitoring to assess progress, identify gaps, and provide constructive feedback.
• Follow up on agreed actions and ensure timely implementation of recommendations.
• Support partners in identifying and addressing operational, technical, and contextual challenges.

Quality Assurance and Compliance

• Ensure project implementation is aligned with approved project documents, organisational policies, donor requirements, and relevant government standards.
• Monitor compliance with donor and internal requirements throughout implementation.
• Strengthen documentation, reporting, and evidence of project activities and results.
• Identify compliance and quality risks and work with partners and relevant internal teams to address them.
• Contribute to periodic project reviews, assessments, reporting, and learning processes.

Complaint Handling and Feedback Mechanism

• Operationalise and strengthen the project’s Complaint Handling and Feedback Mechanism  at district and community levels.
• Ensure project participants are aware of available channels for providing feedback, raising complaints, and reporting concerns.
• Ensure complaints and feedback are recorded, referred, followed up, and closed in a timely, confidential, and appropriate manner.
• Monitor trends and recurring issues from feedback and complaints and support programme improvements based on findings.
• Ensure that feedback mechanisms are accessible, inclusive, safe, and appropriate for different groups of project participants.

Safeguarding and Protection of Project Participants

• Strengthen safeguarding measures throughout project implementation and partner engagement.
• Ensure partners and project teams understand and comply with relevant safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Child Safeguarding, and other applicable organisational standards.
• Promote safe, dignified, inclusive, and do-no-harm approaches in project activities.
• Support identification and mitigation of safeguarding risks associated with project implementation.
• Ensure safeguarding concerns are handled through appropriate reporting and referral mechanisms, maintaining confidentiality and survivor-centred approaches.
• Promote awareness among project participants, partners, and staff regarding their rights and available safeguarding and reporting channels.

Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant implementation standards and guidelines as applicable to area of responsibility. Including, but not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC); relevance to area of work, and concerns are reported and managed in accordance with the appropriate procedures

KEY RELATIONSHIPS:

Internally:

• Works closely with Programmes, Partner Management and Impact, Programme Quality and Innovation, Business Development, Operations and Finance teams
• Senior Technical Advisor- Disaster RisK Management & Climate Change Adaptation and Humanitarian Response Manager at country office and Direct reports to Emergency Response Manager
• National Organisation disaster risk management network 

Externally:

• Interagency working groups and coordination fora. 

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:

• Master’s Degree in relevant field with minimum 3 years of proven experience working in a similar portfolio OR 5 years’ experience with a Bachelor’s degree.
• Demonstrable experience of developing and leading gender responsive humanitarian programming.
• Broad knowledge of the humanitarian sector
• Thorough knowledge of the programme and operations dimensions of implementing emergency responses;
• Must be fluent in English and Nepali
• Significant experience of leading emergency response operations.
• Demonstrable experience of humanitarian standards (Sphere, CHS etc)
• Creative approach to problem solving is central to the job.
• Experience of developing and conducting capacity building programmes.
• Flexibility to adapt plans to a changing environment
• Developing and maintaining collaborative relationships; managing self in a pressured and changing environment; motivating and influencing others 
• Adherence to humanitarian values and standards
