Background/Organizational Context:
Helen Keller Intl works to reduce malnutrition and preventable blindness through evidence-based nutrition, health, and humanitarian programs in partnership with governments and communities. In Nepal, Helen Keller supports the Strengthening Integrated Management of Acute Malnutrition and Integrated Nutrition Information Systems project, which works alongside the Family Welfare Division and the Integrated Health Management Information System Section to strengthen government-owned nutrition information infrastructure. The Senior Officer, Program Delivery- Information Technology sits within the Information Technology job family and provides the technical execution and coordination needed to keep digital nutrition systems functional, data-quality assured, and useful for decision-making at health facility, municipal, provincial, and federal levels.
Scope of the Position:
The Senior Officer, Program Delivery- Information Technology is accountable for executing the design, deployment, and day-to-day operation of digital nutrition information systems supporting acute malnutrition services across project implementation districts in Nepal. Working within established project and organizational guidelines, the position determines appropriate technical methods and approaches to achieve defined system and data-quality outcomes, including configuration of digital case tracking, maintenance of data exchange mechanisms, development of dashboards and analytical reports, and delivery of technical training to government counterparts and health workers. The role coordinates tasks and activities across federal, provincial, and local counterparts to secure timely and reliable nutrition data flows, supervises no staff, and holds no formal supervisory authority over other colleagues. Most of the time is spent on system configuration, integration, and data quality work, with the balance on training, technical documentation, and coordination. Outputs from this position directly affect the quality, timeliness, and reliability of program monitoring data used for decision-making at multiple levels of the health system.

Key Responsibilities:
General Responsibilities:

Specific Responsibilities:
Digital Health System Configuration and Integration
- Configure and maintain digital nutrition information systems supporting Integrated Management of Acute Malnutrition services, in alignment with the Government of Nepal’s existing health management information system and District Health Information Software 2 architecture.
- Develop and maintain data exchange mechanisms — including authentication, payload mapping, scheduling, error handling, and reconciliation logging — linking screening, referral, treatment, recovery, follow-up, and commodity management data.
- Implement offline-capable data capture with a defined synchronization conflict resolution model and encryption of data at rest on field devices, to accommodate inconsistent connectivity in rural target districts.
- Apply Bikram Sambat date handling and Devanagari input consistently across all data capture points.
- Maintain source code and configuration in version control with documented release and rollback procedures.
- Maintain separate development, staging, and production environments supported by a synthetic test dataset, so that testing and user acceptance are never conducted on real child records.
- Conduct a digital infrastructure assessment across target districts at project start, covering connectivity, device availability, and existing health management information system use, to inform system design decisions.
- Document aggregation rules that convert case-level records into health management information system aggregate reporting values, so that aggregation logic is defined once and applied consistently.
Child-Level Case Tracking and Data Management
- Configure and deploy child-level case tracking workflows covering case identification, referral, enrollment, treatment, discharge, and post-treatment follow-up for Severe Acute Malnutrition and Moderate Acute Malnutrition management.
- Set up automated alerts and reminders for missed appointments, delayed referrals, treatment non-adherence, defaulter tracking, and follow-up visits within the case management system.
- Build dedicated defaulter tracing and re-engagement workflows, distinct from automated alerts, so that flagged cases are actively followed up rather than only flagged.
- Disaggregate case-level data by age, sex, location, disability, and vulnerability status to support targeting of underserved children.
- Implement role-based access control and audit logging for all access to identifiable child records.
- Establish and apply a data retention and destruction schedule for case-level records, agreed with the Integrated Health Management Information System Section.
Analytics, Reporting, and Data Quality Assurance
- Develop and maintain interactive dashboards and data visualizations that support program monitoring and decision-making at health facility, municipal, provincial, and federal levels.
- Generate routine analytical reports on treatment outcomes, coverage, referral completion, recovery and default rates, and overall program performance.
- Define indicator logic, including numerators, denominators, and data quality rules, and verify its implementation in the system.
- Establish and execute data quality assurance processes specific to health worker-reported data, and develop corrective action plans in response to identified gaps.
- Maintain data at municipality-level granularity to support continued targeting of high-burden communities.
- Support routine data review meetings and promote evidence-based planning at provincial and local government levels.
Capacity Building and Technical Support
- Deliver digital health training programs for provincial and local government officials and frontline health workers, calibrated to a digital literacy baseline assessment conducted before content and delivery format are finalized.
- Develop and maintain user manuals, standard operating procedures, training packages, and electronic learning resources for digital case management, data entry and reporting, dashboard use, data quality assurance, and information security.
- Provide on-site coaching, mentoring, and troubleshooting support to health facilities and implementing partners across project implementation districts.
- Produce technical documentation sufficient for another developer or system administrator to maintain and extend the system, delivered as a milestone output during implementation rather than only at project close.
- Produce and execute a technical handover package at project close, covering source code, configuration, environment specifications, documentation, data ownership, and a support runbook.
Information Security, System Administration, and Coordination
- Manage user access control and system administration in compliance with Helen Keller organizational policy and applicable Government of Nepal data protection requirements.
- Document hosting, backup, restore, and disaster recovery procedures, assign them to a named owner, and test them at defined intervals.
- Apply heightened data safeguards to sensitive child health and malnutrition status records, and establish an incident response and breach notification procedure covering identifiable child health data.
- Monitor system performance and coordinate software updates, patches, and scheduled maintenance activities.
- Coordinate with the Integrated Health Management Information System Section, the Family Welfare Division, and provincial and local authorities to align nutrition digital platforms with national reporting requirements.
- Participate in health management information system, nutrition, and information management working group meetings as requested, and support government counterparts in data review and utilization.
Required Qualifications & Competencies:
Skills & Experience
- Education & Experience : Bachelor’s degree required or equivalent combination accepted; 4–5 years of relevant professional experience; experience leading discrete projects
- Demonstrate experience in management information systems, information and communications technology, information management, health information systems, or digital data management.
- Configure District Health Information Software 2 metadata, data elements, program stages, program rules, and indicator and dataset definitions, with demonstrated hands-on experience.
- Develop and maintain data exchange integrations using the District Health Information Software 2 Web Application Programming Interface, including metadata import, Tracker and data value set payloads, authentication, and error handling.
- Apply proficiency in SQL, including joins, aggregation, and reconciliation queries across multiple data sources.
- Program in Python or JavaScript to a production standard, sufficient to build and maintain a scheduled integration service.
- Use version control with Git, environment management, and documented release and rollback practice.
- Implement role-based access control and audit logging for identifiable health data.
- Build offline-first mobile data capture, including synchronization conflict resolution.
- Design relational data models for longitudinal case data, including enrollment, visits, and outcomes.
- Bring experience supporting government programs, public health, nutrition, or international development projects.
Preferred
- Customize the District Health Information Software 2 Android application.
- Bring familiarity with electronic Logistics Management Information System or Logistics Management Information System integration.
- Apply Fast Healthcare Interoperability Resources or Aggregate Data Exchange standards.
- Use Microsoft Excel, Power BI, KoboToolbox, Open Data Kit, or similar data collection and visualization platforms.
- Hold additional training or certification in District Health Information Software 2, health management information systems, database management, geographic information systems, or data analytics.
- Bring experience of working in Nepal’s health sector or with the Government of Nepal’s health information infrastructure.
