ROLE PURPOSE:

The Construction Coordinator provides the civil engineering expertise required for school infrastructure, WASH facilities, and other construction works under the Shikshya - Project Preparation Fund. The role ensures detailed and accurate technical planning and rigorous implementation control over quality, safety, and schedules, from the Needs Assessment through technical planning, Pilot construction, and technical verification. The role also applies technical findings from the Needs Assessment and Pilot Program to the design and formulation of the upcoming MOFA Japan-funded project, supporting detailed and feasible technical planning. The role also provides the technical expertise required for the planning, implementation, and verification of construction activities under projects implemented with top-up funding.

DIMENSIONS OF THE ROLE:

The Construction Coordinator is responsible for the construction functions of the Shikshya - Project Preparation Fundand projects implemented with top-up funding. Under the Shikshya - Project Preparation Fund the main areas of responsibility are Technical Assessment, Planning & Design; Construction Quality & Implementation Control; Technical Verification & Construction Accountability; and Technical Input to Project Formulation.

All project responsibilities are carried out under the direction and approval of the Project Manager, with technical guidance from the Construction Specialist at the Country Office on construction matters.

All construction responsibilities are carried out in accordance with applicable Government of Nepal laws, standards, and guidelines; Plan International policies and procedures; and donor compliance requirements. In preparation for the upcoming MOFA Japan-funded project, technical planning and implementation should reflect MOFA Japan requirements, particularly strict adherence to approved project details (No Change), completion within the approved project period (No Extension), and detailed advance specification of design, quantities, locations, and other project details (Details).

Direct Line Manager: Project Manager

Dotted Line Manager: Construction Specialist for Country Office (Providing technical guidance on construction matters)

Budget Accountability: Management of NPR 4,650,000 allocated to construction activities under the Shikshya - Project Preparation Fund, subject to approval by the Project Manager.

Number of direct reports: 0

External relationships and representation: Technical-level coordination with the Implementing Partner, contractors, schools, communities, local governments, and other construction-related stakeholders. External negotiations and project-level representation are led by the Project Manager 

Project Team: Works as part of the project team comprising the Project Manager, Finance Coordinator, MERL Coordinator, and Construction Coordinator, with technical responsibility for construction matters. Project-level decision-making authority rests with the Project Manager.

Level of Effort (LOE): 100% dedicated to the Shikshya - Project Preparation Fund and projects implemented with top-up funding. Technical support to other projects or functions is outside the regular scope of the role and may be provided only on an exceptional basis with prior coordination with the Project Manager.

Authority / Technical Guidance: Provides technical assessment, recommendations, verification, and guidance on construction matters. Final approval of project-level decisions, budgets, project scope, and related matters rests with the Project Manager.

KEY RELATIONSHIPS:

The Construction Coordinator engages with key internal and external stakeholders on construction matters to support the technical implementation of the Shikshya - Project Preparation Fund and projects implemented with top-up funding.

 

 

Description

ACCOUNTABILITIES:

The Construction Coordinator is accountable for the following results to establish and use the evidence required for the formulation of the upcoming MOFA Japan-funded project,

Technical Assessment, Planning, and Design

  • Establish the technical basis for detailed and feasible planning of the Pilot Program and the upcoming MOFA Japan-funded project by identifying infrastructure needs, site conditions, technical feasibility, and construction risks through the Needs Assessment.
  • Technically assess infrastructure needs in schools and communities and examine site selection, site conditions, feasibility, safety, accessibility, and construction risks.
  • Prepare and review surveys, layouts, engineering designs and drawings, technical specifications, BOQs, cost estimates, and implementation schedules, ensuring their accuracy and consistency.
  • In preparation for future MOFA Japan donor compliance, identify and address technical details and risks during planning to minimize changes to design, quantities, locations, costs, schedules, and other approved details during implementation.
  • Prepare and review technical specifications, BOQs, and other technical documents for construction procurement and tendering conducted by the Implementing Partner, and provide technical advice as required.2.


Construction Quality and Implementation Control

  • Ensure that construction activities, including the Pilot, are implemented and completed safely, to the required quality, and in accordance with approved technical requirements and schedules.
  • Provide technical guidance to the Implementing Partner’s engineering personnel and contractors on approved designs and drawings, specifications, BOQs, quality and safety requirements, and implementation procedures.
  • Conduct regular field monitoring and site supervision to verify actual implementation, materials, workmanship, construction methods, and progress against approved requirements.
  • Identify unauthorized changes to designs, specifications, quantities, locations, and other approved details, as well as quality or safety issues and schedule delays, and provide technical direction and follow-up on required corrective actions.
  • Verify compliance with applicable Government of Nepal technical standards and safety and accessibility requirements, coordinate technical matters at the field level with schools, communities, local governments, and other relevant stakeholders, and support external coordination led by the Project Manager.


Technical Verification and Construction Accountability

  • Accurately verify completed works, quantities, quality, and completion status to establish the technical basis for payment, completion, and handover.
  • Measure actual works and quantities on site and verify their consistency with approved BOQs, drawings, specifications, and technical records.
  • Review measurements, progress records, stage and completion documents, and other technical documentation submitted by the Implementing Partner, and require corrections where they do not accurately reflect actual implementation.
  • Before contractor payments are processed, technically verify completed works, quantities, quality, applicable BOQ items, and other relevant technical information, and provide the required technical confirmation.
  • Conduct completion inspections, verify corrective action on defects, outstanding works, and other technical issues, and confirm technical readiness for completion and handover.
  • Provide schools and communities with technical guidance on operation, repair, and maintenance as required to support the proper use and maintenance of completed infrastructure.


Technical Input to Project Formulation

  • Apply technical evidence and learning from the Needs Assessment and Pilot Program to the technical design and formulation of the upcoming MOFA Japan-funded project.
  • Analyze technical findings from the Needs Assessment and Pilot Program related to site conditions, design, materials, construction methods, costs, procurement, schedules, quality, maintenance, and implementation risks.
  • Compare planned technical requirements with actual implementation and results to identify technical issues, risks, and lessons that should be addressed in the upcoming project.
  • Apply the findings to site selection, infrastructure scope, design, technical specifications, BOQs, cost estimates, implementation schedules, and risk mitigation for the upcoming project.
  • Provide technical information, drawings, estimates, and other construction-related inputs required for proposal development.


Cross-Cutting Responsibility

  • Coordinate construction-related field visits with the Project Team, Implementing Partner, contractors, and other relevant stakeholders.
  • Provide timely updates to the Project Manager and relevant project team members on construction progress, technical issues, risks, and required actions, and maintain required technical records and documentation.
  • Coordinate with Finance, MERL, and other project team members and provide technical input required for construction implementation, monitoring, payment verification, reporting, and related project functions.
  • Provide Nepali-English translation and consecutive interpretation as required for project implementation.

Any other tasks as assigned by line manager in accordance to organizational mandate and priority. 

Ensures the full integration of Plan International’s global policies on Safeguarding Children, Program Participants, and Gender Equality and Inclusion (DEI) within their area of responsibility. This includes adherence to the policy principles, relevant Implementation Standards, and Guidelines. Key responsibilities involve ensuring that staff and associates are informed of and understand their obligations under these policies and Plan International’s Code of Conduct (CoC), their relevance to their specific roles, and that any concerns are promptly reported and managed in line with established procedures.


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
:

The role requires the following technical expertise, knowledge and skills to deliver the above accountabilities.

Education Qualification and Experience

  • Master’s degree in Civil Engineering with at least three years of professional experience in construction and/or infrastructure in the development sector or a Bachelor’s Degree with five years of experience.
  • Practical experience in construction and/or infrastructure for development projects in Madhesh Province.
  • Experience in the construction and/or rehabilitation of school infrastructure and/or WASH facilities is desirable.


Knowledge

  • Practical knowledge of MOFA Japan donor compliance as applied to construction, particularly strict adherence to approved project details (No Change), completion within the approved project period (No Extension), and detailed advance specification of designs, quantities, locations, and other project details (Details), and their implications for technical planning, BOQs, construction implementation, and schedule control is preferred.
  • Professional knowledge of civil engineering and construction management, including site assessment, surveying, engineering designs and drawings, technical specifications, BOQs and cost estimation, construction scheduling, site supervision, quality assurance, measurement, and completion verification.
  • Knowledge of construction-related laws, codes, standards, and guidelines in Nepal, including the National Building Code, construction safety and accessibility requirements, and technical requirements applicable to school and WASH infrastructure.


Skills 

  • Ability to analyze infrastructure needs, site conditions, technical feasibility, and risks through Needs Assessments and translate them into designs and drawings, technical specifications, BOQs, cost estimates, and implementation schedules.
  • Ability to verify actual implementation against approved technical requirements and schedules, identify quality issues, technical deviations, safety risks, and delays, and provide technical guidance and corrective follow-up to Implementing Partners and contractors.
  • Ability to measure completed works and verify actual quantities, quality, BOQs, and technical documentation to provide the technical basis for payment, completion, and handover.
  • Ability to analyze technical findings from Needs Assessments and Pilot Programs and translate them into site selection, design, specifications, BOQs, costs, schedules, and risk planning for future project formulation.
  • Ability to use engineering software, including AutoCAD, and MS Office to prepare and manage engineering drawings, designs, and construction documentation.
  • Written and verbal communication skills in English and Nepali, including the ability to provide accurate Nepali-English translation and consecutive interpretation as required.
