ROLE PURPOSE:

The Finance Coordinator provides the financial management and expertise required to ensure rigorous accountability and compliance for both results and implementation processes in managing Japanese funding under the Finance Coordinator for Shikshya - Project Preparation Fund, including any top-up funding. The role also analyzes the needs assessment and pilot activities to strengthen the cost-efficiency and effectiveness of future project design and budgeting, including projects funded by MOFA Japan.

DIMENSIONS OF THE ROLE:

The Finance Coordinator is responsible for the financial and accounting functions of the Finance Coordinator for Shikshya - Project Preparation Fund and any top-up funding provided to the project, including project financial management and accounting, financial reporting and analysis, partner financial monitoring, audit and assurance support, and financial input to project formulation. These functions are carried out in accordance with Plan International policies and procedures, with full donor compliance. All project responsibilities are carried out under the direction and approval of the Project Manager, with technical guidance from the finance specialist for ERO on finance and accounting matters.

Direct Line Manager: Project Manager

Dotted Line Manager: Finance Specialist for ROE (Providing technical guidance on finance and accounting matters)

Budget Accountability: Financial management and oversight of EUR 220,000* allocated to the Shikshya - Project Preparation Fund, plus any top-up funding provided to the project, under the direction of the Project Manager.

*Equivalent to JPY 41,151,000 / NPR 38,978,500 based on exchange rates as of 1 May 2026.

External relationships and representation: Coordinates with Implementing Partners on partner financial management, accounting, and donor compliance, and provides technical guidance and capacity strengthening as needed. Coordinates with other external stakeholders on project financial matters as required.

Project Team: Works as part of a four-member project team comprising the Project Manager, Finance Coordinator, MERL Coordinator, and Construction Coordinator, with responsibility for the project’s finance and accounting functions.

Level of Effort (LOE): 100% allocated to the Shikshya - Project Preparation Fund, including any top-up funding. Support to other projects or functions is limited to exceptional cases and requires prior coordination with the Project Manager.

Authority / Technical Guidance: All project responsibilities are carried out under the direction and approval of the Project Manager, with technical guidance from the Finance Specialist for ROE on finance and accounting matters.

KEY RELATIONSHIPS:

The Finance Coordinator engages with key internal and external stakeholders on financial matters to support effective implementation for Shikshya - Project Preparation Fund, including any top-up funding.

Description

ACCOUNTABILITIES:

The Finance Coordinator is accountable for the following results under Shikshya - Project Preparation Fund including any top-up funding.

Project Financial Management and Accounting

Manage project budgets, funds, expenditures, and accounting accurately and in a timely manner, in line with approved activity plans and budgets. Report financial status, discrepancies, and risks to the Project Manager, and make budget revisions as directed by the Project Manager.

  • Budget and expenditure planning, accounting, reconciliation, and management of financial information in project management systems such as SAP
  • Alignment of salary and benefit charges with actual working time recorded in timesheets
  • For MOFA Japan-funded projects, strict application of the donor compliance principles of No Change, No Extension, Details, Visibility, and Sustainability, ensuring detailed alignment between approved implementation conditions and actual project implementation and expenditures


Financial Reporting and Analysis

Consolidate financial information from ROE, the Country Office, and Implementing Partners and prepare accurate and timely financial reports. Analyze financial performance, variances, financial risks, and alignment between expenditures and project implementation and results, and report the findings to the Project Manager to support decision-making.

  • Project financial reports, including 4-a, 4-b, and 4-c
  • Monthly BvA, burn rate, forecast, exchange gain/loss, and required reconciliations


Partner Financial Monitoring

Monitor the financial management of Implementing Partners, identify financial and compliance issues, including adherence to Partner Agreements, and provide technical guidance, capacity strengthening, and corrective follow-up as required.

  • Review of partner financial reports and advances/liquidations
  • Financial monitoring of accounting, reporting, documentation, advance management, and related areas
  • Financial and compliance review of procurement and tendering as they are conducted, with technical advice and guidance as required
  • Training, orientation, technical guidance, and coaching for partner finance staff and relevant non-finance staff


Audit Support

Support AUPs, statutory audits, global assurance, and other audit and assurance processes by providing accurate and timely financial records, supporting documents, information, and explanations. Follow up on corrective actions arising from findings.


Financial Input to Project Formulation

Analyze the expenditures, implementation, and results of needs assessments and pilot activities to assess cost-effectiveness and cost-efficiency and determine appropriate budget assumptions, budget levels, and resource allocation. Apply the findings to proposal development, project design, and budget formulation for top-up funding to Shikshya - Project Preparation Fund and the upcoming MOFA Japan-funded project.


Cross-cutting responsibility

  • Support field implementation as part of the project team as required, including field verification that procured goods are properly distributed and used for their intended purposes, and provide financial advice and guidance as needed
  • Provide Nepali-English translation and interpretation as required during reviews, field visits, meetings, and coordination with partners

Any other tasks as assigned by line manager in accordance to organizational mandate and priority. 

Ensures the full integration of Plan International’s global policies on Safeguarding Children, Program Participants, and Gender Equality and Inclusion (DEI) within their area of responsibility. This includes adherence to the policy principles, relevant Implementation Standards, and Guidelines. Key responsibilities involve ensuring that staff and associates are informed of and understand their obligations under these policies and Plan International’s Code of Conduct (CoC), their relevance to their specific roles, and that any concerns are promptly reported and managed in line with established procedures.


TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
:

The role requires the following technical expertise, knowledge and skills to deliver the above accountabilities:

Education Qualification and Experience

  • Master’s degree with at least three years of professional experience in finance and/or accounting or a Bachelor’s Degree with minimum five years of experience.
  • Practical experience in development projects in Madhesh Province.
  • Experience in finance and/or accounting for education and/or gender-related projects, or financial contribution to project proposal development or budget formulation, is desirable.


Knowledge

  • Practical knowledge of MOFA Japan donor compliance, including No Change, No Extension, Details, Visibility, Sustainability, eligible and ineligible expenditures, and financial reporting and supporting documentation requirements is preferred.
  • Professional knowledge of project financial management and accounting, including budgeting, accounting, financial reporting and analysis, partner financial management, and audit and assurance.
  • Knowledge of Nepal’s tax and financial regulations applicable to project finance and accounting.


Skills 

  • Ability to analyze financial data, identify budget performance issues, variances, and financial risks, and provide financial analysis for project decision-making.
  • Ability to identify financial and compliance issues in partner financial management and translate findings into technical guidance and corrective follow-up.
  • Ability to analyze expenditures, implementation, and results, assess cost-effectiveness and cost-efficiency, and translate findings into financial input for project design and budget formulation.
  • Ability to use MS Office, including Excel, and project management systems for financial management, analysis, and reporting.
  • Written and verbal communication skills in English and Nepali, including the ability to provide accurate Nepali-English translation and consecutive interpretation as required.
